The original lock keepers house is no longer here.  It got demolished around 1970 to make the roads wider.  The lock keepers house situated here now is thus relatively new.  There is a lock keeper here who keeps an eye on all the locks in Toulouse using video monitors, and he can open and close the locks from this location as well.
